This appears to be a surplus Italian Navy bridge coat, not a pea coat. No epaulets would mean that this was meant for a non-commissioned rank such as the equivalent of a chief petty officer.

Similar bridge coats, but with epaulets and besom/flap pockets, are available at USA and UK armed forces surplus websites.
